China to constitute 5 education-related laws

Chinanews, Beijing, Mar.1(By Zhou Zhaojun) - Chinese Minister of
Education Zhou Ji indicated on the press conference held by the State
Council Information Office on Feb. 28 that in the next five years, China
will further promote educational legislation. It plans to constitute five
laws, including the "degree law", "examination law", "school law",
"lifelong education law", and "education investment law".
Since fraudulent practices cannot be stopped in various exams in recent
years and academic corruption is increasingly rampant, the society pay
close attention to the constitution of the "examination law" which will
cover all educational exams organized by China's educational departments,
such as the university entrance exam, the entrance examination of
postgraduates, the College English Test and the self-study exam. In
addition, the "examination law" will set relevant provisions to punish
academic corruption.
The "education investment law" is another bright spot. Zhou said that
during the 11th "Five-Year Plan" period (2006-2010), China will strive to
lift the ratio of financial investment in education to GDP to 4%.
Statistics show that currently the ratio is less than 3%.
China will also rectify four operational education-related laws in the
next five years, namely "Compulsory Education Law", "Education Law",
"Higher Education Law" and "Teachers Law," of which "Compulsory Education
Law" has submitted an amended draft to the National People's Congress
(NPC) Standing Committee.
According to Zhou, the amended "Compulsory Education Law" will have a
special chapter on construction of ranks of teachers, rural teachers in
particular. The amended draft stipulates that the salary level for rural
teachers should not be lower than that of local civil servants.
