Beijing to include happiness in harmonious society assessment

Chinanews, Beijing, Feb. 21 (By Wu Qingcai) - Beijing Municipal Bureau of
Statistics Director General Cui Shuqiang revealed on February 20 at
Beijing's statistical working conference that this year Beijing would
initiate research on happiness index and launch a system of happiness
indicators that would be included in the work of assessing indicators for
a harmonious society. From this point onward, the feeling of happiness
would become an important indicator to assess whether Beijing has
achieved a harmonious society.
It was learned that Beijing's "harmonious societal indicator system"
comprises three major categories, with the first and third categories
being objective indicators. The second category is a subjective indicator
that includes separate indicators such as "self-recognition of citizens
at the bottom stratum", "feeling of social belonging", "comparative sense
of deprivation" and among these, "happiness index" would be a part.
"The degree of satisfaction of citizens towards their living and work
environment can possibly become part of the happiness index," Cui
Shuqiang told reporters. At present, the research on the "happiness
index" is still ongoing. It is estimated that this system will be
launched this year. According to preliminary conjecture, the survey of
happiness will include the degree of satisfaction that citizens feel
about themselves in the five categories of personal income, work, living
conditions, social interaction and comprehensive assessment.
Analysts point out that the launch of a happiness index shows that the
government dares to put pressure on itself on issues ranging from
attending to citizen's material needs, economic conditions to their
spiritual needs and psychological feelings. This also means that the
starting point of governmental work will be whether citizens are
satisfied or unsatisfied, happy or unhappy. This signifies that "using
people as basic value" will truly become the core administrative concept
for government.
